How to Set Up a Paper Minecraft Server on Windows

Paper is a popular server implementation in the Bukkit/Spigot plugin ecosystem. The Windows setup is similar to other Java servers: correct Java, a dedicated folder, the Paper server file, EULA acceptance and configuration.

Easier with TuffNode

Run the server through TuffNode instead

For supported server software, Community puts Java, lifecycle, console, files, plugins and backups into one workflow.

Minecraft and provider compatibility still matters.

Download Paper from the official project

Use the Paper project's official distribution source and choose a build that matches the Minecraft version you intend to run. Keep the downloaded server jar in a dedicated server directory.

Use the Java version Paper requires

Paper requirements follow the Minecraft version and can change over time. Check the Paper documentation for the exact release instead of reusing an old Java setup without verifying compatibility.

First startup

  1. 1Launch the Paper server jar with an appropriate memory configuration.
  2. 2Allow it to generate the initial files.
  3. 3Review and accept the Minecraft EULA if you agree to it.
  4. 4Restart the server and wait for a clean ready state.
  5. 5Connect locally before adding plugins or exposing the server publicly.

Add plugins carefully

Install plugins that explicitly support your server version and read their documentation. Add them in small groups when possible so a startup problem can be traced to a specific change.

Managing Paper with TuffNode

TuffNode Community is intended to manage Minecraft servers from a Windows UI while leaving the underlying server software and files under your control. The server still follows Paper's own compatibility and plugin rules.
